FMNV and Competitive Foods

 

Foods of Minimal Nutritional Value (FMNV) - Soda water, water ices, chewing gum, certain candies.

 

Competitive Foods - includes all food and beverages that are not provided by the school food service.  This includes items sold in vending machines, in school stores or through school fundraisers conducted by parents or other groups and organizations Outside food and beverages provided for events such as pizza parties, etc., are also considered competitive.

 

FMNV Exception Dates

 

The District is allowed to designate three days for class parties with refreshments that don’t meet the state standards regarding competitive foods and foods of minimal nutritional value. Those dates are usually the day before the winter holiday break; February, on a date near Valentine’s Day; and the last day of school.

Dear Parents and Guardians:

The Texas Department of Agriculture has implemented new rules and regulations regarding both Foods of Minimal Nutritional Value (FMNV) and “competitive foods” effective for the 2004-05 school year. The new rules are part of statewide required efforts to promote better lifelong eating habits and to combat the increase in childhood obesity.

Foods sent from home for an individual child’s consumption are not restricted; however, parents are not allowed to send food for other students’ consumption unless they meet the Department of Agriculture guidelines. For example, birthday cakes from home are no longer allowed by the new state regulations at elementary schools. Please give special attention to the Texas Public School Nutrition Policy at a Glance printed on the back of this letter.

The district is allowed to designate three days for class parties with refreshments that don’t meet the state standards regarding competitive foods and foods of minimal nutritional value. Those dates are December 16, the day before the winter holiday break; March 11, the day before spring break; and May 25, the last day of school.

In order to comply with competitive foods requirements, the RRISD Food Services Department has developed menus of nutritional classroom snacks that can be ordered for special occasions or class parties. Menus and ordering instructions are available on the district’s web site (www.roundrockisd.org) on the Food Services Department page. Copies are also available from each campus or by calling Food Services at 428-2977.

The state rules also address fundraising through the sale of food. No food fundraising will be allowed on elementary school campuses during the school day. For middle schools and high schools, the nutrition standards will apply to food fundraising during the school day.
